Who is eligible to join the HKABC?

Publications such as newspapers, magazines and directories which are based in and/or have a significant portion of their circulation in Hong Kong may join as Publisher Members.

Members of the 2As and 4As are automatically members of the HKABC and will receive regular updates of the Bureau's activities.

   

How often are audits conducted?

Audits are conducted in intervals of 6 months or 12 months, as chosen by the publisher. Audit periods are January through June, July through December, January through December and July through June.
   
What is the general audit procedure?

During each audit period, member publications must maintain detailed records and documentation to prove the validity of all circulation claims and data. Following the end of the circulation period, the member publication submits its completed audit return form.

The HKABC will then arrange for its appointed auditing firm to conduct the on-site audit, usually within 30 days from the submission of the audit return. On-site audits generally take two to three working days to complete. For each audit period, a detailed analysis of one particular issue (termed the "audit issue") is carried out by the appointed auditors.

The circulation audit is conducted by the HKABC's appointed auditors, PricewaterhouseCoopers, through an official engagement approved by the Committee. Audits are conducted in accordance with the HKABC Rule Book.

The HKABC will issue the Audit Certificate within 14 working days after conclusion of the on-site audit if further investigation is not required.
